According to Randolph C. Hite, Director, IT Architecture & Systems Issues at the US Government Accountability Office, this revision “builds on the prior version by introducing considerably more scope and content to accommodate the evolving and complex nature of EA and the practical realities of actual EA development and use. The framework is not intended to be a rigidly applied “one size fits all” checklist, but rather a flexible frame of reference to be applied in a manner that makes sense for each organization’s unique facts and circumstances when planning for and measuring EA program management maturity. Among other things, this latest version of the framework incorporates comments that we solicited from EA practitioners and related experts within all levels of government, academia, and the private sector.” (R.
